The standard charge is what the user gets charges for the standard hours.
Usually this is 0 if hours are included. If you setup a standard charge of
14.95, that means the user will be charged $14.95/hour for the standard
hours, and $5.00/hour for everything over that.
Emerald doesn't have the ability to move someone to a different rate
other than the one assigned to the account type.
