Attribute 65 changes to attribute #77. You can change this
in the Emerald Administrator.

It really should say "not authorized". This just means that the
user's Account Type doesn't have any defaults and their account
doesn't have any specific attributes. When there are no attributes
to return, RadiusNT will NOT authenticate the user.
