You can cron a "net stop radiusnt", "net start radiusnt" at the
interval you want, or use the "*reload*" method (see the changes.txt
file for details on it).

You mean like logging the requests and such? The only way to see
that information is to be in debug mode. You control the list of
who can make requests to RadiusNT, so I am not sure about the
above question, unless its just for security/auditing reasons.
