Force IP address

I have a user who has a permanent modem connection and requires his IP to
be set. I can do this by allowing remote callers to request an IP, and I
can also do it with Virtual Motion's Remote Access Manager. For just one
port it seems too expensive a solution, when I probably won't use the other
features.
Is there another way around this problem?
