For cost: Compatible Systems 900i (under $1000)
For performance: Cisco 2500 (HDSL, stats, speed, reliability)
FWIW, our entire ISP is based on the Compatibles, and we've had nary a
problem. They don't do BGP routing, they don't have specific bandwidth
stats based on kbps (we get those from the switch), but they do have very
good support and are very good for small offices. For the price, you can't
beat 'em.
