Thanks; renaming the file to .stm and setting the directory with the
stm to read and execute did the trick. However, I do notice that when
I call it thus:

<!--#exec cgi="/cgi-bin/"-->

It works fine. But when I try:

<!--#exec cgi=""-->

It returns:
Cant resolve virtual path 'http:/'
Failed to execute CGI script '': Win32 Error Code = 0

The same seems to be true with ASP files. Any ideas? I'm bouncing
between something wacky to do with DNS\PERL config under registry\IIS.
