Its in the Emerald distribution archive. When you unzip the archive,
the file is crystl32.oc_. Use the expand (get it from any NT machine)
command like:

expand crystl32.oc_ c:\winnt\system32\crystl32.ocx

or for Windows 95:

expand crystl32.oc_ c:\windows\system\crystl32.ocx
