yes you have (if in text mode)
create a user called *reload* with a password "toto"
*reload*<TAB>Password = "toto"<CR><LF>
will be in the users files without any other information (user type...), then
go in the c:\radius
and do :
radlogin *reload* toto<RC>
system will then reload the users file and say 1 good 0 bad (if correct)

(the first time, as *reload* is not known, you will have to do a
net stop radiusnt
net start radiusnt

That's all:)
