I successfully got this to work. The trick is typing:

Radius.exe -install

EXACTLY as I have typed it.

Radius -install will NOT work.

I have found that you need to use the instsrv.exe program to install it as
a service.

e.g. instsrv Radius c:\radius\radius.exe
