Just open a dos prompt, change to the RadiusNT directory, then type:

radius.exe -install

RadiusNT 1.16.60 and higher runs natively as a service. Nothing
else is needs.

This is probably because you haven't started it. "net start" only
shows RUNNING services. Use the control panel, services applet to
see if it installed (or just do a "net start radiusnt" and see what
happens).
