This is the complete path to the executable. (you forgot the / before th
usr) If perl is in c:\InetPub\wwwroot\cgi-bin then this is the config:

#!c:\InetPub\wwwroot\cgi-bin\perl

Also make sure that .pl applications are associated with PERL.EXE
