Emerald Install Failure

I have installed SQl server ok and can connect to it with the enterprise
manager..

When I go to create teh Emerald database, it comes up with an error message

...\insttabs.sql not found check your emerald.ini in SQLPath=Setting.

But alas there is no emerlad ini on my system

could some one point me in the right direction??????
