Dear Sir Josh,
I have noticed a significant reduction in the number of erroneous service
denials with the suggestion below, but still the problem persists...any
suggestions are welcomed.

Either specify the path location for radntmib.dll in the RadiusNT Admin or
stick that file in the \winnt or \winnt\system32
directory and I think that'll take care of the problem. You'll have to
restart the RadiusNT service.
