I checked the dates on the invoices and they are not later than the other
dates. Any other ideas?

That basically means that someone has manually changed the expire, paid thru
and etc dates.. and an invoice in Emerald has a date that is later than that
date.. so they will not be invoiced for services as of the date you looked
at the "non-billed accounts"

and.. you will be giving away free service...
