[RadiusNT] user locking in time based billing.

We are using RadiusNT 3 and SQL Server 7. When the user exceeds the no of
hours alloted to him and logs out. Radius takes 5-10 mins to lock the user. If
during this time the user again logs in he is allowed. If he logs after this
time he is not allowed as he has consumed the no. of hours allotted to him.
Why is the Radius taking upto 10 mins.
