[RadiusNT] using NAS filters

Using RadiusNT 2.5.162 -
I have an accounttype set up with the Framed_Filter attribute, 11, in
RadATConfigs. Is this the correct attribute for restricting type of traffic
allowed for an account?
Just trying to test and figure out how it works or why it is NOT working.
The filter in the NAS I have set to deny all ip traffic to all hosts but I
am able to web browse, ping, etc. When I connect with a user with this
accounttype, debug shows the filter being part of the attributes for this
user.

Is there anything else I should check in radiusnt or is this a NAS filter
issue?
