[Emerald] billing fees

Is there a way to impliment either of the following fees into billing with
Emerald (2.5.337)?

1. Late fees.
In case it matters, all of our billing is based on renewal/anniversary

2. Automatic charge for postal invoicing (excluding when PayMethod='Credit
Card' since customers don't get invoices sent to them anyway).
