Probably one of:
1) The MBR doesn't have atleast one (active) service the send
bill option checked.
2) The Email address it tried to send the reject report to was
rejected or incorrect.
Make sure your Emerald.dll is the latest one and the msgbox will tell
you the SMTP server rejection message if it was the second.
