I would use perl, but an dos shell like 4dos (or whatever the name was) and
basic could by used.

Anyone know of a method or command line utility for DOS or NT that will add
numbers stored in a text file and output the answer to a third file?

The 2 text files have only 1 line in each with a single number on the first
line. Nothing else is in the files.
