I've been wanting to do something similar, but only the routing or gateway.
I would like to route the user to a webpage the indicates their service is
suspended for overdue payment. Maybe over-ride their dns and point them to
a different ip for their default home page. At the least I would like to
over-ride their default gateway. But this may be something I'll have to do
on the RAS side.
