[RadiusNT] Radius 210 - IS CONCURRENCY CONTROL BROKEN???

I noticed during an -x15 session, that whilst logging in radius no longer
says "blah blah found online (0) times"

So, I user radlogin to log in as a user who's already logged in - and it let
me.

Now, I don't know *when* it stopped working, whether it was 209 or 210 - but
it USED to work.

NOW WHAT?
