[RadiusNT] What happens when concurrency control is enabled when using text

We are in the process of migrating everything over to using SQL. We are
currently running in both mode. I would like to do some testing with
concurrency control but I am concerned about what might happen to all of our
users in the text file. Will they all default to one login or will they
default to unlimited logins?
