Ask the vendor or try it?

RadiusNT is primarily a database driven application. Emerald is
one type of program that provides a database that RadiusNT can use.
Other programs also provide a type of database RadiusNT can use.
RadiusNT is very flexbile (especially when used with MS SQL Server)
and can be adpated/tailored to what you want to do.
