[Emerald] Emerald Operator Security

Has anyone ever successfully set up Emerald (2.5.xxx) to limit operator
access? I am trying to set up a system that will only allow administrators
and billing personal (not technicians) to view/edit customer billing
information (i.e. credit card info). Has anyone gotten this to work?
