My problem is that these are all unmetered ISDN customers that I want to
assign to ports on a 1-to-1 basis. That is, user1 is the only user who can
dial in on xxx-xxx1, while user2 is the only one who can dial in on
xxx-xxx2.

Is there any other way than making a service for each ISDN customer?
