I use a 7204 and had a simular problem, I was not Radius or Emerald related.
The Cisco OS ignores the idle timeout and session timeouts. All it cares
about
is ACK or NAK on authentication.

Our problem was a problem in the ethernet connection between us and the
telco. Every 1 hour and 45 minutes the tunnels were reseting. Our 7204 was
reseting them because the 720x checks the condition of the tunnel every
5 seconds. when the other side cant be reached (timeout) the Cisco will
reset the tunnel trying to correct whatever problem exists. In our case the
problem was in the 3com switch on the telco end of our ethernet connection.
it had a bad port. The moved us to a different port and the problem was
gone.
