GBE is the billing engine of Emerald. In 4.5.6 and higher actions of the
billing engine will take on the operator who is running the procedure (for
example a payment, invoice batch, etc). The only exception is when
something is ran via the scheduler (cc import/export). In that case there
is no operator and is a CC Import results in a payment (approved) the LMU
of the account will be GBE to show that the billing enginer modified the
account.
