Maybe looking at it another way:

1. The Billing Cycle has a number of days to invoice the customer (one
  for non EFT/CC, another for EFT/CC). That determines how far in advance
  to bill a service/mbr.

2. Once the Invoice is created, the statement can be created that rolls
  up the invoices, payments, previous balance, etc.

3. From that statement, you can email it, print it, charge a credit card
  or ach, etc.

The bill day is not used to determine when to bill a service. The Service BilledThru date plus the the billing cycle bill days is used.
