When you go to Control Panel, Network, Protocols, TCP/IP Properties,
Advanced and add the IP addresses and subnet masks they should appear
automatically under IIS when you create a new site.

Having said that, I find using HTTP/1.1 host headers is a lot cleaner than
having to bounce my server every time I make a new site that has a dedicated
IP address.
