Set up FTP virtual roots on IIS and use NTFS permissions to secure them.

After ftping into the main anonymous area they would type cd /www1 (Which is
not visible) this would take them to their directory.
They would need to have login names in your NT domain.

Alternativly a product like Cute FTP as a user config outside of the NT SAM
