I am a new ISP, currently with about 220 dial-up customers, no dedicated or
business customers presently,
Are there any bulletin boards where I can ask general type questions about
software, hardware, customer problems
etc, dealing with an ISP type business? Any help or suggestions would be
appreciated.

This is exactly the purpose of this mailing list. If you are new to it,
just start asking questions and you will be amazed at the responses you get.
The group here is very helpful and in the course of time *you* will be one
of the experts for a new group of network people.
If I am not mistaken, this list was started by Dale Reed, who authored
NTRadius (or is it RadiusNT?) and Emerald accounting package for ISPs.
