This would be the best solution but here in Argentina it's no so =
easy...The Carriers don't like to advertise addresses from other =
carriers because some tricky "commercial" reasons.

We passed that two times with two different clients in last year and =
after a week o two of fighting with the carriers choosed to do it =
ourselves to avoid problems.

That was not the best solution due to the time consuming it is, but due =
to our situation was the less painful way.

As a bit of assistance why cant the old ISPs addresses be assigned to
you personally and the new ISP start announcing them. Keep the two
running for a week or so concurrently and nothing address wise should
have to change apart from maybe a could of entries for routers and DNS.
