If the customner has no intention of using the domain then you can
always just let the registration fail - not pay the fee.

How do you intend to protect the yourself and the Internic from
absolutely bogus registrations that you will act as the willing
messanger for, sending sight unseen registrations to the Internic ?

I've considered what you are talking about but this seems a problem to
me.
