[RadiusNT] Malformed packet.

I have a primary running and a backup with the same version (RadiusNT
2.5.175 (Emerald Standard) Initialized...) and configuration.

When the primary is offline, I get a lot of "malformed packet" errors from
the sencondary server. Some people are able to login OK but overall
performance is really bad. Any ideas why the secondary gets the errors but
not the primary??
