[RadiusNT] Problems authenticating Proxy radius

We are trying to get our users to dial into another server owned by
another ISP.The other ISP is then filtering the calls through to our
radius server. We have everything set up on both ends but when the user
tries to dial in through the other server it makes contact with our
radius and our radius gives the following errors when we do radius-x15:

If anyone could decipher this, I would appreciate it also is there
anything to do in Emerald or Radius to enable a radius server to
authenticate off of ours, I have their radius server set up in the
emerald admin under server because I am guessing that the roam server is
only used if you are going to be setup as a proxy server.
