[RadiusNT] Radius 2.5 proxy setup

I feel like an idiot asking for help on this, but I'm stumped.

We are moving our local dial-up access to an off-site ISP, and they
required us to purchase a Radius server which supported proxy mode. I
have purchased and installed RadiusNT 2.5 and configured everything
properly as best as I can tell.

However, whenever a student dials in to the new number, our Radius
rejects the request from the originating Radius with the following
message:

Thu Oct 07 12:56:33 1999: Authenticate: from 204.181.41.9 - Security
Breach: rick

with 204.181.41.9 being the ISP's Radius.

The RadRoamServers fields are set to the following:

IPAddress: 204.181.41.9
Server: 204.181.41.9
Secret: (I know these match between Radius systems)
AuthPort: 1645
AcctPort: 1646

I have no settings in the RadRoamDomain table.

I am also confused as to which proxy mode I should use...User or
Server. I have tried both and either to no avail.

All I'm trying to do is give my students access to faster modems without
my having to worry about the overhead of supporting dial-up access
(we've already been there done that). It should be nothing fancy...dial
in to the new provider, authenticate against our database, have access
to the Internet.

What all am I missing here? The students authenticate fine dialing in
to our system using RadiusNT in text mode against our Livingston PM 2,
so I figure it's all in the handshaking with the other provider. Can
someone help point me in the right direction?
