One of the problems I found was that the vendor (306) did not exist in the
RadVendors table.

After I added it in, things went a bit smoother.

Yes. For example if you added the VSA without specifying theVendorID correctly, then it could have that problem.Check out the -x15 debug of the error and see what is actually in the request.
