Are the attributes that I need to assign to him
User service -->framed user
Framed protocol -->ppp
Framed address --> outside of pool IP address
Framed netmask-->255.255.255.0
Also, he is a ISDN client, do I need to add anything for PAP or CHAP?

If the IP address is in the pool then you cannot assign it to someone
else... You need to setup his account with his own attributes and assign
him an address outside of the "assigned IP" addresses...
