The Cisco needs to be told the connection is authorized to use the network. Add in:

aaa authorization network if-authenticated radius

This will authorize the connection if it is authenticated, or else it will
try to use Radius. There are many variations on this and people often forget
the authorization part of AAA (Authentication, Authorization, Accounting)

> aaa authentication login no_tacacs enable
> aaa authentication ppp default radius
> aaa accounting exec default start-stop radius
