Finnaly the configuration file for the users, that worked OK It's

DEFAULT Password = "ANY"
Framed-Protocol = 1,
User-Service = 2,
Framed-Routing = 0,
Framed-Address = 255.255.255.254,
Framed-MTU = 1500

..

When RadiusNT starts in -x15 debug mode, does it say it loaded one user?
I'm guessing its failing on the Service-Type, which is named
User-Service
in the text dictionarty.
