I understand, but "boot the user" isn't real helpful. Suppose I boot him and
he goes around telling everyone how to do this, then we all end up with
thousands of ISDN users we have to boot, right?

You mentioned Radius 3 and how it may address this sort of thing. What kind
of shape is it in? I'd be happy to help test it if it works.
