[RadiusNT] ServerAccess still not working

My serveraccess table entries are :

ServerID 3
Port 11
AccountType PPP
StartTime 10
StopTime 840
MaxSessionLength 500

When a user login and server time is 15:10 so it shound not login at port 11 of NAS 3 but it login successfully. i dont know what to do.
