No. Its a reply attribute. A check attribute is an Attribute that
is received in the request that you want to verify the contents of.
Since the NAS didn't send Port-Limit, it failed the check and was
rejected.

Reply attributes are just attributes sent back to the NAS for the
NAS to process.
