Ok!
My english is not the best but I think you can undertand me.
The only parameter you must have in aaa model for accounting is

aaa accounting network default start-stop radius

if you have another like

aaa accounting login default start-stop radius
aaa accounting default default start-stop radius
aaa accounting console default start-stop radius etc.. etc...

THE TIME BANKING DOES NOT WORK!!!!

YOU MUST HAVE ONLY 1 aaa accounting model.
I have an as5300 to and this is my configuration.

aaa new-model
aaa authentication login console local enable
aaa authentication login vty local
aaa authentication login dialin local radius
aaa authentication ppp dialin if-needed local radius
aaa accounting network default start-stop radius
