No. You would have to run it in -x15 debug mode and see what the
last request was.

There is a beta version of radcheck available at:

ftp://ftp.iea-software.com/RadiusNT/beta/radcheck.zip

Basically, its a service that runs alongside RadiusNT and will
monitor/restart it if it stops. See the included readme on how
to set it up.
