Port-Limit only affects the same session bonding multiple channels, like
Multilink-PPP of ISDN, shotgun type modems, etc. It has no affect of
logins of the same name that are not the same session.

Yes. You could also look at the LoginLimit field, which does
concurrency
and is easier to configuration. RadiusNT checks RadConfigs first, and
if it finds any entries matching the AccountID, it does NOT look at
the RadATConfigs.

Yes. You can only have one copy of RadiusNT running at a time.
