What does RadiusNT show in -x15 debug mode for the set of
attributes being returned? In isql_w, execute:

GetRadATConfigs 'TEST'

and see what it returns. The above looks fine. Also, what version of
RadiusNT are you using? You must be using atleast 2.5.138 for the
VSA to work correctly.
