I wouldn't recommend do this, for reason you note below. Just have a
secure page that only lets people in from your dialup lines and query
them for a username/password. Its just simpler and safer than using
calls online.

First, I'd have to see if you were infact getting the accounting records
for the users. Secondly, I'd also like to know what kind of NAS you
have and what settings you have RadiusNT configured for.
