Does 2.5.141 support this feature?

Is 2.5.141 stable enough for deployment? (I'm asking because this release
solves a problem I was having with the starttime and stoptime)

I'm going to try this config. Will all features work for RRAS with this
config? (Concurrency control, etc.)
