New User Problem = SAM Authentication

I've just installed RadiusNT v2.5 for the first time. I want to setup Radius
to authenticate again an NT SAM database. I have setup a user, client and
server file.

The user file is:
DEFAULT Password = "WINNT\SSCN"
User-Service = Framed-User
(where SSCN is my NT domain name)

The clients and server file is:
127.0.0.1 localhost

I'm just trying to use radlogin.exe to test the installation. I have gotten
radlogin to report a "good" 1 time. The others all timeout and there is
nothing at all reported in the logfile.

Any ideas?
